In 2019, Lamont signed into law a bill that requires insurance companies to cover a full range of contraceptive methods and services without cost-sharing. Politicians should not get between a patient and their doctor. As long as I am governor, reproductive rights will be protected in Connecticut, and I will do everything in my power to block laws from being passed to restrict those rights.

    On December 18, 2025, Governor Lamont made $8.5 million available to Planned Parenthood of Southern New England. The move comes after the passage of H.R. 1, a federal law that prohibits Planned Parenthood providers from receiving Medicaid funding. Governor Lamont awarded another $1.9 million to replace frozen federal Title X funding for family planning and related preventive health services.

    Governor Lamont and Public Health Officials Encourage Breast Cancer Screenings, Highlight State Program Providing Access To Free Mammograms

    In recognition of Breast Cancer Awareness Month, Governor Ned Lamont, Lt. Governor Susan Bysiewicz, and Connecticut Public Health Commissioner Manisha Juthani, MD, held a news conference today to encourage women across Connecticut to obtain regular breast cancer screenings, noting that early detection of breast cancer is when it is most treatable.

    Additionally, the officials highlighted the availability of a program in Connecticut that connects patients to these screenings at low or no cost for those who have low income and who have no or limited health insurance.

    Challenging Mifepristone Restrictions

    In August 2025, Connecticut joined a multi-state coalition in filing a petition to the U.S. Food and Drug Administration to remove medically unnecessary, burdensome restrictions on mifepristone, a safe and effective abortion medication. The petition states that “given mifepristone’s well-established safety record in the United States over the last 25 years, its critical importance for abortion care and miscarriage management in Petitioner States, and the undue burdens the Mifepristone REMS Program places on patient access and the health care delivery system, the Mifepristone REMS Program should be removed in its entirety, or alternatively, FDA should exercise its discretion not to enforce the Mifepristone REMS Program (or elements thereof) in Petitioner States.”

    Lawsuit Protecting Planned Parenthood Funding

    Connecticut joined 22 other states and the District of Columbia in filing a lawsuit against the Trump administration, challenging the 2025 budget reconciliation provision that prohibits Planned Parenthood health centers and a small number of other reproductive health care providers from receiving Medicaid reimbursements for one year if they meet certain qualifications. In the lawsuit, the States have argued that that the defunding provision violates a number of constitutional requirements, including the Spending Clause of the Constitution, will have a harmful impact on their states’ residents, and violates Planned Parenthood’s First Amendment rights.  This lawsuit aims to protect Medicaid patients’ access to reproductive health care by keeping long-standing, essential Medicaid health care providers in the program.

This appropriation package establishes a “Safe Harbor Account.” The Safe Harbor Account is a separate non-lapsing account to receive funds and disperse grants to health care providers that provide gender affirming and reproductive health care as well as non-profit organizations. Moreover, this law expands shield law protections, protecting providers and allowing patients, providers, and assistants to recover damages when an out of state actor seeks to enforce an out of state judgement.

    Governor Lamont and 21 other governors filed an amicus brief with the U.S. Supreme Court in support of abortion rights in Food and Drug Administration, et al., v. Alliance for Hippocratic Medicine. In this brief, the Reproductive Freedom Alliance governors argued that if the Court reverses FDA approval of Mifepristone and limits access to the vital medicine, it could undermine Governors’ ability to provide adequate healthcare services and would have far-reaching implications beyond reproductive healthcare.

The law permits pharmacists to prescribe a hormonal contraceptive and emergency contraceptive only if they have completed an accredited educational training program related to the prescribing of hormonal contraceptives and emergency contraception.

    This law protects licensed medical providers in Connecticut from any adverse actions taken by another state as a result of a provider’s involvement in otherwise legal and competent reproductive health care services. This includes providing reproductive care services on behalf of a patient who arrives in Connecticut from a state where such care is illegal. In these situations, the law generally prohibits the suspending, revoking, or denying the renewal of a medical provider’s license or other credentials, so long as those providers are following Connecticut law.
