Reproductive Freedom Alliance Announces Christina Chang as Inaugural Executive Director

The Reproductive Freedom Alliance, a nonpartisan coalition of Governors committed to advancing and protecting reproductive freedom, announced that Christina Chang will join the organization as its inaugural Executive Director. Launched in anticipation of the Supreme Court’s wrongly overturning of Roe v. Wade, the Reproductive Freedom Alliance has grown to 23 Governors, representing more than 180 million people with a combined economy of approximately $14.8 trillion. 

“I am honored to join the Reproductive Freedom Alliance at this critical moment for reproductive rights,” said Christina Chang. “The full spectrum of reproductive health care–from contraception to IVF to abortion–is under attack by extremists who want to allow politicians, not individuals or their physicians, to make their own medical decisions. Governors are uniquely positioned to fight against these attacks and to proactively advance policies that ensure everyone can decide what is best for themselves and their families. I look forward to working alongside this group of deeply committed Governors and their staff to protect and expand reproductive freedom.” 

Since its launch in February 2023, the Alliance has notched several critically important policy wins benefitting millions of people. Alliance states have coordinated to pass shield laws protecting patients and providers from out-of-state efforts to criminalize access to reproductive health care. Governors have increased access to reproductive health care by lowering the cost of care for patients and making contraception more affordable. The Alliance will continue to protect reproductive health care access and, under Christina’s leadership, advance an affirmative agenda to expand reproductive freedoms.

California Governor Gavin Newsom:

With reproductive rights under constant attack, Christina will take our multi-state collaboration to the next level so that we can protect all forms of reproductive health care – from abortion to contraception to IVF. In just one year, the Alliance safeguarded medication abortion supplies, filed a Supreme Court amicus brief to protect governors’ ability to provide for the health and wellbeing of their people, developed rapid plans to provide access to over-the-counter birth control, and more. Christina’s leadership will ensure we continue to advance our affirmative agenda to protect and expand reproductive freedom across the country.”

Christina has a winning track record of accelerating state-level reproductive health care policies that have served as a model for other states. As the Chief Program Officer at the New York City Health Department, Christina oversaw the launch of the nation’s first municipally-funded call center to connect patients with abortion services as well as the provision of medication abortion in public health clinics in response to the Supreme Court’s Dobbs decision. These services were provided not just to New Yorkers, but to anyone who needed to travel to New York City for care. 

Christina has championed sexual and reproductive health as a service provider, advocate, and policymaker. With a grounding in both public health and health care access, her work has spanned local and global settings. A native New Yorker, Christina holds a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government and a bachelor’s degree from Stanford University.

In the wake of the Supreme Court’s decision to overturn Roe v. Wade, Alliance Governors moved quickly to protect abortion access within Alliance states and expand access to contraception and other forms of reproductive healthcare. Alliance Governors have worked together to:

Protect access to abortion medication

by securing stockpiles of abortion medication, filing a Supreme Court amicus brief, and contingency planning in the face of anti-abortion litigation.

Shield our patients and providers

by passing “shield” laws and enacting Executive Orders to protect patients, providers, and their data from out-of-state efforts to criminalize access to reproductive healthcare.

Reduce reproductive healthcare costs

by sharing practical strategies to increase Medicaid reimbursement rates, bundle billing codes, and enact other novel affordability and workforce expansion measures.

Increase contraceptive access

by making contraception more affordable, including by working toward Medicaid coverage of over-the-counter contraception.
