Gavin Newsom
California has long been a leader in advancing reproductive freedom, and California Governor Gavin Newsom has taken nation-leading action to protect and expand access to reproductive health care - including by launching the Reproductive Freedom Alliance. Under his leadership, California has enacted sweeping laws to protect patients and providers, enshrined the right to reproductive freedom in the state constitution, reduced patient costs, protected consumer and health data, and invested more than $240 million to expand access to reproductive health care.

Governor Newsom announced, championed, and signed into law Senate Bill 233, which allows Arizona abortion providers to temporarily provide abortion care to patients from Arizona who travel to California for that care. This bill was put forth after the Arizona Supreme Court re-imposed a regressive 1864 law imposing a near-total abortion ban, thus helping to preserve abortion access for those in Arizona,

Proposition 1

In 2022, California passed Proposition 1, amending the state constitution to prohibit the state from interfering with or denying an individual’s reproductive freedom, including a right to an abortion and a right to contraceptives. By taking this crucial action to enshrine the right to reproductive freedom in the state’s constitution, California led the ballot initiative wave that has swept the nation. Governor Newsom helped lead this effort, in close coordination with the California Legislature.

    Lawsuit To Protect Reproductive Health Care Providers

    California joined 22 other states and the District of Columbia in filing a lawsuit against the Trump administration, challenging the 2025 budget reconciliation provision that prohibits Planned Parenthood health centers and a small number of other reproductive health care providers from receiving Medicaid reimbursements for one year if they meet certain qualifications. In the lawsuit, the States have argued that that the defunding provision violates a number of constitutional requirements, including the Spending Clause of the Constitution, will have a harmful impact on their states’ residents, and violates Planned Parenthood’s First Amendment rights. This lawsuit aims to protect Medicaid patients’ access to reproductive health care by keeping long-standing, essential Medicaid health care providers in the program.

    In March 2025, the state of California sent a letter to 15 insurance companies to warn and “remind them of their obligations under Assembly Bill 571 and request copies of their policies demonstrating compliance with AB 571.” The public law mentioned in the letters prevents insurers from refusing to issue, renew, or terminate professional liability insurance for a licensed medical provider based solely on their provision of abortion, contraception, or gender-affirming care, if the services were performed lawfully in California.

California shared the negotiated terms of its Misoprostol purchase agreement to assist other states in securing Misoprostol, at a low, common cost.
