    Statement from the Reproductive Freedom Alliance on Senate Failure to Protect Veterans’ Reproductive Health Care

    Today, the U.S. Senate failed to pass Congressional Review Act (CRA) Joint Resolution 103 with a vote of 48 yeas and 50 nays. The resolution would have blocked the U.S. Department of Veterans Affairs’ (VA) rule that severely restricts reproductive health protections that veterans and their families rely on through the VA health system by revoking access to abortion care in cases of rape or incest and ending abortion counseling entirely. The rule is one of the most extreme abortion policies in the country. The Reproductive Freedom Alliance is urging President Trump to restore and protect veterans’ access to reproductive health care.

    Today, nineteen governors – Governor Andy Beshear (KY), Governor Tony Evers (WI), Governor Bob Ferguson (WA), Governor Lourdes A. Leon Guerrero (GU), Governor Maura Healey (MA), Governor Katie Hobbs (AZ), Governor Kathy Hochul (NY), Governor Tina Kotek (OR), Governor Ned Lamont (CT), Governor Michelle Lujan Grisham (NM), Governor Daniel J. McKee (RI), Governor Matt Meyer (DE), Governor Wes Moore (MD), Governor Gavin Newsom (CA), Governor Jared Polis (CO), Governor JB Pritzker (IL), Governor Josh Shapiro (PA), Governor Josh Stein (NC), Governor Gretchen Whitmer (MI) –   sent a joint letter to the U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. urging the immediate renewal of existing Title X grantees for a one-year funding extension without requiring reapplication–a common-sense step that would prevent a gap in care and protect access to reproductive health care for millions across the country.

    RFA Condemns Trump Administration Restrictions on Veterans’ Reproductive Health Care

    The Reproductive Freedom Alliance strongly condemns the Trump-Vance Administration’s decision to finalize and implement a rule that further restricts abortion access for veterans and their families who receive care through the U.S. Department of Veterans Affairs (VA). In September, 2025, 22 governors from across the country sent a joint letter to Secretary of Veterans Affairs Doug Collins opposing the proposed rule, warning that it would strip the more than 400,000 women veterans of reproductive age that live in their states of already limited access to abortion care in cases of rape, incest, and threats to their health.

    The Reproductive Freedom Alliance (RFA)–a nonpartisan coalition of 23 governors committed to protecting and expanding reproductive freedom–today submitted a statement for the record to the Chair and Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP). The statement is in connection with the HELP Committee hearing on medication abortion on January 14 and calls on lawmakers to reject politicized, non-peer reviewed claims that contradict decades of scientific evidence.
